Is quality lost?

At quality 85 (the default) the JPG looks the same as the original to the eye. Choose 95 for near-perfect copies.

Can I stop my iPhone saving HEIC?

Yes: Settings > Camera > Formats > Most Compatible makes new photos JPG. Photos already taken stay HEIC - convert them here.
